Indonesia basketball is fast developing. To meet the increasing events and programmes in the competition field, there is an acute shortage of Referees. Indonesia Basketball Association (IBA) is very active and doing its best to improve the standard of basketball throughout the nation.

Since last year FIBA Asia has rendered technical assistant to promote and train more good referees of international standard. This year the clinic is held in Jakarta from 24 – 28 October 2007. It attracted 35 participants, including National Commissioners and Coaches apart from the Referees.

Congratulations to IBA for the well organized clinic which concluded in success. Keen interests saw the active participation of the attendees throughout the session. In general, the referees have good officiating skill with promising potentials. More hard work and officiating in high level competitions would eventually produce high caliber referees.

However, English seems to be the handicap face by most of the referees. Thus, IBA should encourage the usage of English Language for the National Referees who wish to become FIBA Referees. Hopefully, more quality referees would be enhanced in line with the development of basketball in Indonesia. The results of the evaluations of the national referees as attached for your reference.

The standard of basketball has achieved a meritorious improvement in Asia. The teams have demonstrated better skills and classic performance to the excitement and thrills of the spectators. Thus narrow – up the disparity in standard among the member Federations.

In focusing on the positive progress and achievement obtained by strong basketball federations, FIBA Asia has not forgotten the federations that require assistance. To arrest this cause, FIBA Asia has programmed Technical Assistance in providing Referees and Coaches Clinics, to these Federations.

Mongolia basketball Federation was quick to cease this opportunity. The National Referees clinic was held in Mongolia from 26th - 30th September 2007. This is the first clinic that outside assistance was rendered to Mongolia.

FIBA Asia Technical Director, Col Lee Kak Kuan conducted the clinic that attracted 66 participants, from all over Mongolia. Components from the Referees, Coaches, Table Officials and Administrators keenly attended the clinic. Their active participation further made the session more interesting. Being out of exposures in high level competitions, practical officiating and rules interpretation, Mongolia sincerely needs help to complement its basketball. The well organized Clinic held at the Mongolia National school of Physical Education was a success. It achieved its goal in providing training to the National Referees. More importantly, the evaluation of the Referees was carried out for the reference of the federation. The result was announced to the participants and a copy was given to the Federation.

To conclude, the 7 National Referees who successfully passed the Clinic would form The Nuclear for future development of the referees. May basketball continues to excel in Mongolia.

Cambodia is not a strong basketball federation in Asia-Mainly due to lack of financial support from the government and genuine sponsors are hard to come by, Cambodia was unable to participate in SEABA or FIBA Asia Championships. Nevertheless, the federation has its elaborate programmes and activities in the promotion and development of basketball within the limited resources available.

2. With the Technical Assistance from FIBA Asia, Cambodia Basketball Federation (CBF) held a Referees Clinic from 3 – 7 November 2007 for the first time. This historical event attracted 25 participants from various provinces of Cambodia.

3. The clinic was conducted by Col Lee Kak Kuan FIBA Asia Referees Instructor and assisted by Mr. Yoon Wai Sun from FIBA Asia. Glad to say that there was active participation throughout the clinic. Being out of active exposures in higher level competitions, there was a general weakness in FIBA Rules and Interpretations. This clinic was timely to up-lift this problem.

4. Cambodia Federation sincerely needs help to complement its basketball agendas in the development of basketball. The well organized clinic held at the Cambodia Olympic Sports Complex, was indeed a success. It achieved its goal in providing training to the National Referees. More importantly, the evaluation of the referees was carried for the reference of CBF. There was an acute shortage of qualified Referees to cater for the National Basketball Events. It was clearly identified that several participants were weak in FIBA rules, Officiating Mechanics and physical fitness. It needs be emphasized that further national clinics should be held to enhance the knowledge so gained from this clinic.

5. At the end of the clinic, results of the evaluation was finalized for the reference of CBF. In conclusion, the 9 National referees and the 3 FIBA Referees should spearhead for further development of the Referees. Congratulations to CBF for the successful clinic. May basketball continue to excel for Cambodia.
